We recently changed our rules and infraction levels where at a certain amount of points users get migrated to Read-Only. I have verified the user in question was put into read-only group, and I have impersonated the user and verified they don't have posting ability. They are a user of Tapatalk, so I downloaded the Tapatalk app and impersonated them again. Low and behold, they have posting capabilities. Please tell me I'm missing a setting.
