I would have made the Shout plugin compatible with vBulletin 5.6.4 and PHP 7.4.16.

Automatic setup is disabled. You have to manually import the xml file.
During the installation, you must wait until the installation is finished.
When the installation is finished, drag the module from Site Builder to where you want it.
